EMA GSA - Requests for Qualifications for Legal Counsel
INTRODUCTION
The Santa Ynez Basin Eastern Management Area Groundwater Sustainability Agency (EMA GSA) was originally formed via a Memorandum of Agreement under the Sustainable Groundwater Management Act (SGMA). The EMA GSA is in the process of transitioning to governance through a Joint Powers Agreement (expected July 16, 2024) to more effectively implement its Groundwater Sustainability Plan (GSP). As a result, the EMA GSA is seeking Statements of Qualification (SOQs) from qualified firms and individuals to serve as Legal Counsel of the GSA.
Santa Ynez River Valley Groundwater Basin is fully committed to providing accessible facilities, elements and
channels of communication to all members of the public. As part of this commitment, Santa Ynez River Valley Groundwater Basin
has a policy of providing an accessible website compatible with the Web Content Accessibility Guidelines (WCAG 2.1) and
commercial screen reading software. All features of the website are coded to allow individuals with vision and
other impairments to understand and use the website to the same degree as someone without disabilities. We welcome

Santa Ynez River Valley Groundwater Basin regularly scans its website to ensure ongoing compliance, and makes timely
changes to any inaccessible changes, if any are found.
